My Experience
Career Highlights: Held executive positions in Small Business Development Centers, Chamber of Commerce President, Economic Development CEO and conducted, organized and developed business programs for current and prospective business owners. With over 25 years of experience in business development. My direct experience in management of a revolving loan fund and enterprise fund incentive program created the Financing Your Business course. Highlights • The City of Wilmington Economic Development Division provided economic development support services for the PPD Headquarters and Almont Relocation Project in the Downtown. The Construction Phase involved a tax base increase of $497,000,000 and 5,000 jobs while the Occupancy phase will increase the tax base by $619,900,000.* Total increase of more than $1,100,000,000. * Tax base increase figures are from the UNCW Economic Impact Report. • More than fifteen years executive experience in Chamber of Commerce and Economic Development programs, seminars and events. Expertly counseled hundreds of current and prospective business owners and assisted in the creation and expansion of small businesses for these members and clients. •Elected to the Board of Directors and as Secretary to the Mid-Ohio Development Exchange, a 13 county regional economic development organization serving the 1.4 million Columbus, Ohio metropolitan area. •Proven record of success in managing and improving all aspects of operation of Chamber of Commerce supported Small Business Development Centers in both West Virginia and Ohio. •Managed Enterprise Zone Program with over $150,000,000 in job creation and retention investment. •Demonstrated outstanding interpersonal skills and initiative in analytically defining and solving challenges in a 425 member organization with 7 Divisions and more than 60 volunteers. •Organized, managed and planned at the county level Honda Homecoming, a national event bringing over 6,000 people to Union County. •Participated in the Central Ohio Regional Forum an eight county government and business planning organization. •Coordinated Marysville Downtown Revitalization Project involving over 70 businesses and $1,300,000. Created “The Brick Campaign” - $50,000 for the project. •Developed technology based marketing program including internet website, site and building software and presentations. •Maintained relationships with Honda, Scotts, Nestle’s, and Goodyear.
Experience and Accomplishments
Nov. 2003 City of Wilmington, Economic Development Liaison To Present
• Formed the City of Wilmington Economic Development Division with 4 staff and a budget of more than $250,000 and strategic management of $2,000,000 in parking.
• Established with City Manager Development Committee of City Staff Executives for major project and planning implementation.
• $668,000,000 Mayfair Town Center project Occupancy Phase was implemented during the creation of the CWED. Mayfair is a mixed use commercial and residential development.
• In a collaborative business attraction effort with New Hanover County, Wilmington Industrial Development and the State of North Carolina Verizon built a Service Center employing 1,200 people with a $29,000,000 investment. The City incentive package was researched and organized by the CWED.
• Served as one of the city staff support representatives with the Convention Center Task Force in planning and development of the Wilmington Convention Center. This project will generate over $100,000,000 in private/public investment.
• Organized, developed and provided strategic management for the Wilmington Business Loan Program and Community Lending Program with the Community Lending Officer. A $1,400,000 CDBG and Section 108 loan program has been implemented.
• Managed and supervised an expanding Parking Management program for the Downtown area. A budget of $2,000,000 operates two decks and more than 700 meters. Another deck is in the design phase. Assisted in the planning for the Market Street Deck Marketing Campaign.
• NorthSide Community Plan implementation of Economic Development. Served on NorthSide Resource Center Board of Directors as ex officio City representative.
• University of North Carolina Institute of Government Municipal Training Certification in March 2006
Apr. 2000 Alliance Area Development Foundation, Inc. President, Alliance, OH July 2003 • Managed and developed new non-profit organization with a budget of over $500,000. • Coordinated marketing and planning for economic development in a geographical area where four counties converge. • Created web sites for development improvement and enhancement. • Conducted seminars to provide business incentive information for area business owners. • Coordinated private/public partnership to develop Commerce Park industrial and commercial sites. $3,500,000 investment.
Feb. 1998 Union County Chamber of Commerce Chief Executive Officer June 2000 and Economic Development Director - Countywide
• Appointed by the Chamber Board of Directors as Chief Executive Officer of the Union County Chamber of Commerce and Office of Economic Development in January of 1999 managing a budget of $300,000 and four staff members, seven divisions and more than 60 volunteers • Maintained cooperative and collaborative relationships with county, city, village and township government. • Developed Financial Management System to improve cash flow and non-dues revenue acquisition. Revenue increases were substantial enough to purchase a building with the $20,000 down payment taken from operating funds. • Initiated Leadership Development Program for the Chamber of Commerce. • Recruited and established a potential new business division – the Industrial Parkway Group. • Coordinated Local Government Forum with Township Trustees and County, City, Village officials

• Manage and administer tax abatements, revolving loan funds, housing grants, and all aspects of ED in one of the fastest growing counties in Ohio. • Chamber of Commerce affiliations with Safety Council, Business Education Advisory Committee, MainStreet Marysville, Conv. & Visitors Bureau. • Served as Director of the Union County Community Improvement Corporation • Participation in professional and ED organizations such as the Ohio Development Assoc., the Mid-Ohio Development Exchange as a Board Member and Organizational Secretary for a 13 county region, the Ohio Dept. of Development, the Central Ohio Regional Forum and the Central Ohio Regional Development Alliance. • Advisory Boards-Maximize Opportunities for Rehabilitation Employment Grant, the One-Stop Career Center, The Ohio Reformatory for Women and the Job Service Employers Council.
1990-April 1995 Belmont County Department of Development, St. Clairsville, Ohio Assistant Director • Managed Revolving Loan Fund of $500,000. Administered Small Business Dev. Ctr. Program counseling over 200 small business owners. Conducted more than 50 seminars and educational programs for small business.
